February has typically been a big recruiting month for Penn State, but with the calendar changed so that juniors can visit campus officially for the first time in the spring and summer, things have slowed down a bit in 2018.
That doesn’t mean the big board James Franklin and his staff are focused on isn’t expanding in some areas and focused in a few others, though, and today, we narrow our view to Ricky Rahne’s side of the ball.
