Gilliam, an offensive tackle, is a restricted free agent who was tendered $1.797 million by the Seattle Seahawks last month.
Seattle signed Gilliam, 26, as an undrafted free agent out of Penn State in 2014.
He started at right tackle for the Seahawks in 2015, but had an up-and-down 2016 with the team.
Seattle has five days to match San Francisco’s offer to Gilliam.
